[5. New Business]
FERDINANDO, SPECIAL REMARKS.TODAY I'M GOING TO TAKE A MINUTE AND BE SERIOUS BECAUSE WE LOST A LEGEND IN OUR COMMUNITY, OUR SOFTBALL COMMUNITY, THIS WEEK WHEN COACH ED LYNCH PASSED AWAY ON SUNDAY, MISS HEATH AND I HAD THE PLEASURE OF COACHING WITH EDDIE AND BY HAVING OUR KIDS COACHED BY EDDIE.
ON MONDAY, THE RISING SUN TIGERS TEAM DECIDED TO PLAY THEIR FINAL GAME AT OF AN UNDEFEATED SEASON, EVEN THOUGH IT WAS LESS THAN 24 HOURS AFTER HIS PASSING, AND HIS DAUGHTER JORDAN ALSO DECIDED TO PLAY.
THE GIRLS HAD TO PUSH THROUGH A LOT OF PAIN AND TEARS IN ORDER TO COMPETE AND TO COMPLETE THIS GAME, AND IT WAS PROBABLY ONE OF THE MOST AMAZING THINGS I'VE EVER SEEN.
THEY HELD EACH OTHER UP THROUGH THIS TOUGH TIME LIKE I'VE NEVER SEEN BEFORE.
THEY COMFORTED EACH OTHER AND IT WAS A REAL MOMENT OF JOY IN CHAOS FOR ALL THESE GIRLS.
JORDAN WAS HIS DAUGHTER ON A TEAM, BUT NINE OF THE 12 GIRLS ARE.
THEY WERE AT HIS HOUSE CONSTANTLY.
THEY PLAYED WITH THE TOUGHNESS THAT EDDIE HAD TAUGHT THEM.
AND DUE TO A FREAK INJURY, OUR CATCHER WAS INJURED.
AND JORDAN LYNCH HAD TO FINISH THE GAME BEHIND HOME PLATE FOR THE FIRST TIME IN SEVERAL YEARS, A POSITION THAT WAS HER FATHER'S POSITION AND THAT WAS REALLY SPECIAL TO HIM. SHE SAID TO ME AS SHE WENT INTO THE GAME THAT DAD WOULD HAVE LOVED THIS MOMENT, AND I KNOW HE'S LOOKING DOWN AS I GO BEHIND THE PLATE.
I WANTED TO SAY THANK YOU TO COACH EDDIE AND HIS FAMILY FOR THE IMPACT THAT THEY'VE HAD ON THE COMMUNITY, AND THEY CONTINUE TO HAVE ON THE COMMUNITY FOR RAISING SOME OF THE TOUGHEST GIRLS THAT I'VE EVER MET.
[00:05:04]
I'M GOING TO TRY TO DO THIS.I COACHED WITH ED AND HIS WIFE RENEE FOR MANY, MANY YEARS.
MY SON STARTED WITH ED WITH THE FIRST LEGENDS BASEBALL TEAM THAT HE COACHED.
HE WAS THE TYPE OF COACH THAT YOU YOU DIDN'T COME TO PRACTICE WITHOUT YOUR SHIRT TUCKED IN.
YOU DIDN'T COME WITHOUT A BELT ON.
YOUR PARENTS DID NOT PICK IT UP.
AND HE WOULD HAVE BEEN SO PROUD OF THAT RISING SUN TEAM THAT THEY WENT OUT THERE.
AND THAT'S THE TYPE OF KIDS THAT WE HAVE IN THIS COMMUNITY.
AND THOSE ARE THE TYPE OF ROLE MODELS THAT WE NEED FOR OUR KIDS.
HE CARED ABOUT THE KIDS. AND I'M JUST GOING TO TELL A QUICK STORY.
MY SON, WHEN HE WAS HE WANTED TO PLAY IN COLLEGE.
HE WAS AT A SHOWCASE AT HARFORD COMMUNITY COLLEGE.
HE WAS THE LAST BATTER OF THE DAY.
AND THE GUY WAS THE KID THAT WAS THROWING WAS THROWING ABOUT ABOUT 88 MILES AN HOUR.
MY SON WAS OUT IN FRONT OF THE BALL AND IT FOULED OFF OF HIS BAT AND HIT HIM IN THE EYE.
AND WE HAD A FLIGHT TO SHOCK TRAUMA BECAUSE HE WAS BLEEDING BEHIND HIS EYE.
AND COACH ED MADE IT TO SHOCK TRAUMA BEFORE HIS DAD DID BECAUSE HE HAD TO CHECK ON THE GIRLS.
BUT THAT WAS THE KIND OF MAN HE WAS.
AND THAT'S THE KIND OF PEOPLE THAT WE NEED TO BE FOR OUR KIDS.
SO I JUST WANT TO THANK COACH ED, HIS FAMILY, AND JUST PRAY FOR ALL THE GIRLS AND THE AND THE THE GUYS THAT HE HE INFLUENCED AND AND HER FEELING FOR THAT LOSS.
CCPS EMPLOYEE ORGANIZATIONS WE'LL START WITH CECIL COUNTY CLASSROOM TEACHERS ASSOCIATION, MRS. LORI HRINKO.
GOOD EVENING, PRESIDENT HAWLEY, DR.
LAWSON, MEMBERS OF THE BOARD, LEADERSHIP TEAM AND GUESTS.
THERE ARE A LOT OF FOLKS BEING CELEBRATED TONIGHT.
WE HAVE AMAZING STUDENTS BEING RECOGNIZED FOR FFA COMPETITIONS, SKILLSUSA, OUR CARSON SCHOLARS, OUR MUSIC AWARD WINNERS. AND IF THIS IS NOT YOUR FIRST BOARD MEETING, YOU KNOW AT EVERY MEETING, WE HAVE STUDENTS HERE BEING RECOGNIZED FOR AMAZING THINGS, WHETHER IT'S SCHOLARSHIP, ATHLETICS, ARTS, GOOD CITIZENSHIP AWARDS.
OUR KIDS ARE TOP NOTCH AND THAT DOESN'T HAPPEN BY ACCIDENT.
I'VE BEEN PRESIDENT OF THE CECIL COUNTY CLASSROOM TEACHERS ASSOCIATION FOR 15 YEARS.
AND THE FACT THAT WE HAVE ELECTED OFFICIALS RUNNING OUR TEACHERS THROUGH THE MUD A ND DOWNGRADING THEM IN THE EYES OF THE PUBLIC WITH THINGS THAT ARE COMING TO OUR MAILBOX EVERY DAY FULL OF LIES IS UNCONSCIONABLE.
SAYING WE'RE INDOCTRINATING OUR STUDENTS IF I COULD INDOCTRINATE MY MIDDLE SCHOOL STUDENTS, IT WOULD BE TO BE NICE TO EACH OTHER EVERY DAY AND TO TURN IN THEIR WORK.
TO SAY THAT WE ARE PUSHING A WOKE DIVERSITY, EQUITY, INCLUSION AGENDA.
YOU KNOW WHAT OUR DIVERSITY, EQUITY AND INCLUSION TRAINING WAS AGAIN, IT WAS TO BE KIND TO EACH OTHER, TO HAVE OUR KIDS TREAT EACH OTHER WITH RESPECT REGARDLESS OF WHO THEY WERE, WHAT THEY LOOKED LIKE, ETC..
IF YOU MAKE A MISTAKE, IF YOU HARM SOMEBODY, ADMIT THAT YOU'RE DOING WRONG, ACKNOWLEDGE THAT WHAT YOU DID IMPACTED AND HURT OTHER PEOPLE AND MAKE A PLAN TO DO BETTER. ISN'T THAT WHAT WE WANT AS ADULTS? THAT'S WHAT WE WERE TRAINED TO DO WITH OUR KIDS.
AND BY THE WAY, THERE'S STILL A BEHAVIORAL CONSEQUENCE.
IT DOESN'T END WITH A CONVERSATION.
THE CONVERSATION IS THE BRIDGE TO BUILDING THAT COMMUNITY BACK IN OUR CLASSROOMS.
[00:10:06]
SO FOR TEACHER APPRECIATION THIS WEEK.THE MUGS, THE CARDS FROM THE KIDS I KEEP.
I'VE GOT A WHOLE DESK DRAWER FULL OF THEM.
I TREASURE THEM AND READ THEM ON BAD DAYS.
THANK YOU [APPLAUSE]. THANK YOU, MISS HRINKO. THE CECIL COUNTY PUBLIC SCHOOLS ADMINISTRATORS AND SUPERVISORS ASSOCIATION, MR. ERIC BROWN.
GOOD EVENING TO THE BOARD PRESIDENT HAWLEY, DR.
LAWSON, TO THE LEADERSHIP TEAM.

I WANT TO THANK THOSE OF YOU WHO VOTED RIGHTLY FOR THE BUDGET THAT YOU SUBMITTED.
WE AS AN ADMINISTRATION, AS ADMINISTRATORS, UNION, WE APPRECIATE THAT FROM YOU.
I WANT TO ENCOURAGE ALL OF YOU TO CONTINUE TO FIGHT.
ONE OF THE THINGS I'D LIKE FOR US TO DO IS TO LEARN FROM WHAT WE'VE GONE THROUGH OVER THE LAST YEAR OR SO, TO LEARN HOW TO RECOGNIZE WHEN SOMEBODY IS NEGOTIATING IN BAD FAITH, AND TO LEARN HOW TO STAND STRONG IN THE FACE OF THAT, AND TO LEARN HOW TO NEVER DO THAT WHEN WE NEGOTIATE WITH OTHERS.
WE HAVE TAKEN THE HIGH GROUND, AND WE THANK YOU ALL FOR TAKING THE HIGH GROUND.
NOW WE HAVE TO SEIZE THAT HIGH GROUND BY EXERCISING OUR RIGHT TO VOTE.
I ENCOURAGE EVERYBODY WHO'S HERE.
I ENCOURAGE EVERYBODY WHO'S GOING TO WATCH THIS ONLINE, GO TO THE POLLS.
I WON'T TELL YOU HOW TO VOTE, BUT I WILL TELL YOU THAT YOU NEED TO VOTE.
AND IF YOU LOVE OUR CHILDREN, IF YOU VALUE EDUCATION IN CECIL COUNTY, IF YOU VALUE THE PEOPLE WHO POUR INTO YOUR CHILDREN EVERY SINGLE DAY, THEN YOU WILL VOTE FOR THOSE THAT SUPPORT EDUCATION.
I HAD A DAY TO DAY THAT WAS ACTUALLY NOT A BAD DAY FOR ME, BUT I WATCHED ONE OF MY ADMINISTRATORS HAVE EVERYTHING THROWN AT HER ALL DAY LONG, AND SHE SMILED.
AND EVERY TIME SHE HAD AN OPPORTUNITY TO TALK TO A KID AND TO NOT GIVE HIM A CONSEQUENCE, SHE DID THAT EVERY TIME SHE HAD AN OPPORTUNITY TO GIVE A CHILD A DIFFERENT WAY TO REPRESENT THEMSELVES, TO TO ADVOCATE FOR THEMSELVES SHE DID THAT.
SHE DID THAT DESPITE BEING CALLED EVERYTHING UNDER THE SUN BEFORE A 7:45 IN THE MORNING.
THAT IS WHAT WE DO EVERY SINGLE DAY.
WE WANT YOU TO SUPPORT OUR STUDENTS.
WE WANT YOU TO SUPPORT OUR SYSTEM, AND WE WANT YOU TO SUPPORT OUR CHILDREN.
THANK YOU [APPLAUSE]. THANK YOU, MR. BROWN. THE CECIL EDUCATION SUPPORT PERSONNEL ASSOCIATION, MR. THOMAS [INAUDIBLE].

WILL THEY BE REASSIGNED OR TRANSFERRED FROM THEIR WORKSITE? THEY'RE WORRIED ABOUT HOW THIS BUDGET WILL IMPACT THEIR POSITIONS, OUR STUDENTS AND THE SCHOOL SYSTEM AS A WHOLE.
LAWSON AND THE LEADERSHIP TEAM ARE BEING FORCED TO MAKE.
I'D BE VERY REMISS IF I DIDN'T MAKE A PLEA FOR OUR SUPPORT STAFF THIS EVENING.
OUR TEACHERS NEED OUR FOLKS ASSISTANCE IN THEIR CLASSROOMS MORE THAN EVER TO HELP DE-ESCALATE STUDENT BEHAVIORS, HELP OUR STUDENTS BECOME READY AND ABLE TO LEARN AND CREATE SAFE LEARNING AND WORK ENVIRONMENTS.
I'D LIKE TO GIVE A SPECIAL SHOUT OUT TO OUR NURSES AND CNAS.
YOU ARE A HERO TODAY AND EVERY DAY.
OUR INTERPRETERS ARE FLUENT IN A SECOND LANGUAGE, THAT BEING SIGN LANGUAGE, THEY ENSURE OUR DEAF AND HEARING IMPAIRED STUDENTS ARE ACTIVE AND ENGAGED MEMBERS IN THEIR CLASSROOM. IN SUMMARY, AMAZING WORK IS BEING PERFORMED BY AMAZING PEOPLE FOR AMAZING STUDENTS.
IT'S TEACHER APPRECIATION WEEK TO OUR TEACHERS, RELATED SERVICE PROVIDERS CCCTA UNIT MEMBERS.
WE ARE PROUD TO WORK WITH YOU AND SUPPORT THE WORK YOU DO FOR OUR STUDENTS.
WE UNDERSTAND THE CHALLENGES YOU FACE EACH DAY AND ADVOCATE FOR LOWER CLASS SIZES, MORE BEHAVIORAL SUPPORT RESOURCES, MAINTENANCE OF OUR FINE ARTS AND MEDIA PROGRAMS, OUR ATHLETIC AND EXTRACURRICULAR PROGRAMS. WE HAVE TRUST AND RESPECT FOR YOU.
THANK YOU FOR ALL YOU DO EACH DAY AND NIGHT.
TO MISS RODGERS AND THE REST OF THE 2024 HIGH SCHOOL GRADUATES.

YOU KNOW, AS A HIGH SCHOOL PRINCIPAL FOR A LONG TIME, I HAVE THIS DEEP FEELING AND IT'S AN OBSERVATION OF HOW CRITICAL IT IS THAT WE TAKE OUR TALENTED HIGH SCHOOL SENIORS, AND MANY OF THEM WILL GO AWAY TO GO TO COLLEGE AND UNIVERSITIES, AND RIGHTLY SO.
IT'S A GREAT THING FOR THEM, FOR THE COMMUNITY.
WHAT I PUSH IS LET THERE BE LIGHT.
THAT'S PRETTY GOOD, WASN'T IT? LET THERE BE MORE LIGHT.
THE THING, THE THING I PUSH IS THAT THESE STUDENTS, WE NEED THEM TO COME BACK.
WE NEED THEM TO COME BACK TO BE CONTRIBUTING MEMBERS OF THE COMMUNITY OF SOCIETY.
[00:20:02]
AND IT'S WHAT REALLY PERPETUATES A STRONG COMMUNITY.AND TONIGHT'S COMMUNITY PARTNER OF THE MONTH HAS DONE JUST THAT.
KAT, WHERE ARE YOU? YOU'RE HERE AND YOUR HUSBAND IS HERE.

AND THEY KIND OF CAME TO OUR RESCUE.
KAT AND HER HUSBAND CAME FORWARD, ALLOWED US TO USE THEIR BOWLING ALLEY, WHICH AND YOU MIGHT NOT THINK TRADITIONALLY, YOU KNOW, BOWLING ALLEY WITH HIGH SCHOOL SPORTS, BUT IT'S OUR COROLLARY ATHLETICS PROGRAM, WHICH IS HUGELY POPULAR.

NATIONAL SPEECH LANGUAGE AND HEARING MONTH.AT THIS TIME, I'D LIKE TO ASK DR.
DR. MILLER. GOOD EVENING, PRESIDENT HAWLEY DR.
LAWSON, MEMBERS OF THE BOARD, LEADERSHIP TEAM AND GUESTS STARTING MY CAREER BACK IN 1999 HERE AS A SPEECH LANGUAGE PATHOLOGIST, IT GIVES ME GREAT PLEASURE TO INVITE MR. ANDY JANIS AND MR. TERRY MARGALIS UP TO THE FRONT, PLEASE [APPLAUSE].
IS MY PLEASURE TO PRESENT THIS PROCLAMATION FOR YOUR CONSIDERATION.

JEFFREY LAWSON, SUPERINTENDENT OF SCHOOLS.
I RECOMMEND THAT THE BOARD OF EDUCATION OF CECIL COUNTY ADOPT THE PROCLAMATION NATIONAL SPEECH LANGUAGE HEARING MONTH AS PRESENTED TO BE OBSERVED IN ALL CECIL COUNTY PUBLIC SCHOOLS. SO MOVED SECOND.
MIC] [APPLAUSE] WE HAVE THE CCPS PROLONGED STATE OF EMERGENCY VIRTUAL CLOSURE PLAN FOR 2024 -2026. DR.
LAWSON. YEAH, THANK YOU, MISS HAWLEY.
FORTUNATELY, I THOUGHT, YOU KNOW, WE HANDLED THE COVID WHOLE THING FAIRLY WELL.
AND SO WE WERE ABLE TO FALL BACK ON A LOT OF PAST PRACTICE.
SO WE ROLLED THIS OUT TO YOU LAST MONTH.
AND DR. HAMMER HAS A FEW REMARKS, I'D IMAGINE.
WE WOULD CALL FOR A VOTE TONIGHT.
WE PRESENTED IT TO YOU LAST MONTH.
IT PROVIDES ALL KINDS OF THINGS FROM GOALS FOR ASYNCHRONOUS, SYNCHRONOUS LEARNING.
SHUDDER AT THE THOUGHT OF SAYING THOSE WORDS RIGHT NOW.
STUDENT ATTENDANCE, ENSURING ENGAGEMENT OF ALL OF OUR STAFF AND STUDENTS AS WELL.
SO OUR TEAM PUT TOGETHER THIS PLAN.
[01:00:03]
WITH THAT, I RECOMMEND THAT THE BOARD OF EDUCATION OF CECIL COUNTY APPROVE THE CCPS PROLONGED STATE OF EMERGENCY VIRTUAL CLOSURE PLAN FOR 2024 THROUGH 2026.OKAY, YOU'VE HEARD DR. LAWSON'S RECOMMENDATION.
ANY FURTHER DISCUSSION? ALL IN FAVOR? AYE. ANY OPPOSED? MOTION CARRIES.
NORTHEAST MIDDLE HIGH SCHOOL REPLACEMENT PROJECT.
AND AT THIS POINT, WE ARE ASKING FOR BOARD'S APPROVAL TO AWARD THE CONTRACT FOR SITE PREPARATION.
ARE THERE ANY QUESTIONS BEFORE I READ THE RECOMMENDATION? I RECOMMEND THAT THE BOARD OF EDUCATION OF CECIL COUNTY APPROVE A CONTRACT TO HORST EXCAVATING COMPANY FOR SITE WORK FOR THE NORTHEAST MIDDLE HIGH SCHOOL REPLACEMENT PROJECT FOR A TOTAL AMOUNT OF $7,222,000.
OKAY. YOU'VE HEARD THE RECOMMENDATION.
SECOND. ANY DISCUSSION? ALL IN FAVOR? AYE, AYE. ANY OPPOSED? MOTION CARRIES.
FY 25 BUDGET RECOMMENDATION DR.
LAWSON. SO THANK YOU, MISS HAWLEY.
I THINK IT'S IMPORTANT TO POINT OUT THAT THIS WILL NOT BE A RECOMMENDATION IN THE IN THE TRADITIONAL SENSE THAT WHEN I SAY RECOMMENDATION TO THE BOARD, TYPICALLY I'M CALLING IT ASKING FOR A VOTE.
THAT WILL NOT BE THE CASE TONIGHT.
WE CANNOT ASK FOR A BUDGET VOTE UNTIL THE COUNTY HAS APPROVED THEIR BUDGET.
ONCE WE KNOW THE NUMBER THAT WILL COME FROM COUNTY GOVERNMENT, WE WILL TURN AROUND AND PRESENT OUR BOARD WITH A BALANCED BUDGET TO BE APPROVED DURING THE MONTH OF JUNE. THAT SAID, WHAT WE'VE DONE IS WE'VE PREPARED A PRESENTATION FOR YOU TO TO SHOW A MODEL OF WHAT A $4 MILLION CONTRIBUTION FROM THE BOARD TO OUR BUDGET, FROM THE FUND BALANCE.
SO THIS THIS MODEL WILL SHOW $4 MILLION USE OF FUND BALANCE.
AND MISS SOPA HAS SOME OF THE INFORMATION SHE'LL SHARE WITH YOU.
AND AGAIN, I REALLY ENCOURAGE QUESTIONS AND DIALOG THROUGHOUT THIS.
AND, YOU KNOW, I DON'T WANT TO GET INTO A BACK AND FORTH, BUT I'M TELLING YOU, AND MISS SOPA WILL LAY OUT LINE BY LINE THAT THE $18 MILLION IS NOT THERE TO USE AS A REVENUE SOURCE MOVING INTO FY 25.
AND SO WITH THAT, I'LL TURN IT OVER TO MISS SOPA, DR.
AND AGAIN, WE WOULD ENCOURAGE DIALOG FROM YOU ALL AS WE GO THROUGH THIS MISS SOPA.
SO GOOD EVENING, PRESIDENT HAWLEY.
LAWSON, LEADERSHIP TEAM MEMBERS AND GUESTS.
SO THIS IS THE BREAKDOWN OF THE FUND BALANCE.
SO KEEP IN MIND THAT THE FUND BALANCE IS CALCULATED AT THE END OF A FISCAL YEAR.
SO THIS IS CALCULATED AT THE END OF FY 23.
BECAUSE WHAT IT IS IS IT SHOWS US REVENUE MINUS EXPENSE.
AND IF YOU END THE YEAR WITH MORE REVENUE THAN EXPENSE, YOU END WITH A POSITIVE FUND BALANCE.
IF YOU END WITH MORE EXPENSE THAN REVENUE, YOU HAVE A NEGATIVE FUND BALANCE.
ACTUALLY, AT THE END OF 23 WE HAD A NEGATIVE NUMBER.
SO WE REDUCED OUR FUND BALANCE AT THE END OF FY 23.
I'D LIKE TO POINT THAT OUT TOO.
SO THIS IS A MEASUREMENT THAT'S TAKEN AT THE END OF FY 23.
SO THE $18.7 MILLION IS OUR TOTAL FUND BALANCE.
THAT INCLUDES SPENDABLE MONEY AND NON SPENDABLE MONEY.
THE $7 MILLION HERE IS ASSIGNED AND IT'S ASSIGNED FOR SEVERAL DIFFERENT PURPOSES.
SO ONE CHUNK OF THE MONEY IS CONCENTRATION OF POVERTY.
THAT'S STATE FUNDING THAT WAS NOT SPENT IN FY 23 THAT WE WERE REQUIRED TO SPEND ON CONCENTRATION OF POVERTY IN FY 24 SO THAT'S PART OF THE FY 24 BUDGET. STUDENT ACTIVITIES FUNDS.
THESE ARE FUNDS RAISED BY STUDENTS FOR STUDENTS LEFT OVER FROM FROM 23-24 THAT GETS CARRIED INTO THE FUND BALANCE CAN ONLY BE USED FOR CONCENTRATION OF POVERTY.
IT CAN'T BE USED FOR ANYTHING.
WE WANT TO SO THAT MONEY WHILE IT IS A CARRYOVER IT STAYS RESTRICTED IN TERMS OF HOW IT'S USED.
THANK YOU. AND IT'S BUDGETED AS PART OF THE FY 24 BUDGET BECAUSE WE'RE REQUIRED TO DO SO.
[01:05:03]
SO THE STUDENT ACTIVITIES FUNDS, THOSE ARE FUNDS RAISED BY STUDENTS FOR STUDENTS IN SCHOOL CHECKING ACCOUNTS, WHICH CANNOT BE USED TO BALANCE OUR BUDGET OR TO PAY FOR A BUDGETARY EXPENSES.AND APPROXIMATELY WHAT WHAT DOLLAR VALUE DO WE HAVE? $1.7 MILLION.
SO $1.7 MILLION OUT OF OUR FUND BALANCE IS STUDENT MONEY IT'S NOT FOR OUR USE.
SO THIS IS DEFERRED MAINTENANCE AND OTHER THINGS THAT HAPPEN DURING THE YEAR.
SO FOR EXAMPLE OUR PORTION OF THE SECURE ENTRANCES ARE PAID WITH THIS MONEY.
AND THEN WE HAVE A HEALTH CARE RESERVE.
WE WORK WITH A HEALTH CARE CONSULTANT WHO LOOKS AT OUR HEALTH CARE PROJECTIONS AND RECOMMENDS AN AMOUNT TO HAVE IN RESERVE FOR HEALTH CARE SINCE WE ARE SELF-FUNDED FOR HEALTH CARE. THAT MEANS THAT EVERY CLAIM THAT COMES IN FOR ALL OF OUR MEMBERS ON THERE AND THEY'RE COVERED FAMILY MEMBERS, WE'RE RESPONSIBLE FOR THOSE CLAIMS. AND SO THIS IS A RECOMMENDATION TO BE HELD IN RESERVE IN CASE OUR HEALTH CARE CLAIMS EXCEED WHAT WE HAVE BUDGETED THIS YEAR.
THIS NEXT AMOUNT, THE $6 MILLION AMOUNT IS OUR ASSIGNED UNASSIGNED AMOUNT.
AND THIS IS OUR AVAILABLE FOR SPENDING AMOUNT.
NOW THIS YEAR WE'VE ACTUALLY USED SOME OF THIS UNASSIGNED BECAUSE WHILE WE HAD SOME ASSIGNED MONEY FOR CAPITAL PROJECTS, WE HAD SOME CAPITAL PROJECTS THAT WE DIDN'T PLAN ON HAPPENING. SO THEY WERE CHILLERS AT RISING SUN MIDDLE SCHOOL, PERRYVILLE HIGH SCHOOL.
IN A RECENT FOX 45 INTERVIEW, THE COUNTY EXECUTIVE INDICATED THAT THE COUNTY WOULD COVER US, SO TO SPEAK, IF WE GOT INTO A PINCH. YOU DON'T HAVE TO LOOK ANY FURTHER THAN 18 MONTHS AGO.
SO THIS IDEA THAT EVERYTHING IS GOING TO BE COVERED SIMPLY HISTORY SAYS THAT THAT'S NOT THE CASE.
THIS $4.8 MILLION IS OUR RESTRICTED OR OUR COMMITTED PART OF THE FUND BALANCE.
SO TO BALANCE THE FY 24 BUDGET, WE USE $2.068 MILLION JUST TO BALANCE THE BUDGET FOR THIS YEAR.
SO WE BUDGETED THAT AMOUNT OF MONEY.
AND THEN THE ADDITIONAL THAT ACT UP TO THE $4.8 IS OUR BUDGET CONTINGENCY.
SO THE BOARD HAS A POLICY THAT 2%, WE MUST HAVE 2% OF THE OPERATING BUDGET AS FUND BALANCE.
WE ONLY HAD 4.5% IN OUR FUND BALANCE.
AND SO THE BOARD REDUCED THE REQUIREMENT TO 2%.
SO KEEP IN MIND THAT THIS IS PART OF OUR BOARD POLICY THAT WE NEED TO HAVE ON HAND.
AND AGAIN, A LITTLE OVER $2 MILLION OF THIS WAS BUDGETED AS PART OF FY 24.
AND THEN YOU HAVE YOUR NON SPENDABLE AT THE BOTTOM WHICH WAS PREPAID HEALTH CARE EXPENDITURES.
SO FOR SOMEONE TO IMPLY THAT WE CAN USE $18.7 MILLION TO BUDGET FOR NEXT YEAR, WE CAN'T.
BECAUSE OF WHAT WE'VE ALREADY USED TO BUDGET FOR THIS YEAR WE DON'T KNOW WHERE WE STAND UNTIL THE END OF FY 24 TO SEE WHAT THERE IS IN THE FUND BALANCE FOR THE FOLLOWING YEAR, WE CAN REASONABLY LOOK AT THIS AREA HERE, OUR UNASSIGNED, BECAUSE IT'S NOT EARMARKED FOR ANYTHING ELSE.
AND SO THAT'S WHY WHEN YOU HEAR DR.
IT WOULD BE ILLEGAL FOR US TO TAKE THE $18.7.
WE'D BE TAKING STUDENT ACTIVITIES FUNDS.
WE'D BE TAKING STATE MONEY THAT'S REQUIRED TO BE USED FOR CONCENTRATION OF POVERTY.
SO THERE IS NOT $18.7 MILLION TO USE TO BALANCE FOR FY 25.
SO BEFORE WE CONTINUE, ARE THERE ANY QUESTIONS ABOUT THE FUND BALANCE ISSUE? BECAUSE THAT'S REALLY THE GROUNDWORK AND PREMISE OF SO MUCH DISCUSSION THAT'S OUT THERE RIGHT NOW IS OUR FUND BALANCE.
AND THEN SO THAT'S ANOTHER GOOD POINT.
YEAH. WHAT MR. FERDINANDO IS GETTING THERE IS THAT IT'S IMPORTANT THAT WE STAY LIQUID.
AND WHEN I SAY THAT TYPICALLY EACH PAYROLL FRIDAY IS A PAYDAY IN CECIL COUNTY PUBLIC SCHOOLS, SOMEWHERE AROUND 7 TO $7.5 MILLION WILL GO OUT THE DOOR TO OUR EMPLOYEES AND THEIR PAYCHECKS.
MONEY COMES IN FROM THE COUNTY EVERY MONTH.
SO IF THE COUNTY GIVES US $90 MILLION A YEAR, A 12TH OF THAT COMES EACH MONTH.
THE STATE GIVES US REVENUE EVERY OTHER MONTH.
[01:10:07]
SO WE HAVE TO BE SURE THAT THE $7.5 MILLION THAT GOES OUT FRIDAY HAS THE REVENUE COMING IN.YOU NEVER WANT TO HAVE TO RELY ON THE NEXT DEPOSIT TO HONOR YOUR PAYCHECKS.
YOU SEE WHAT I'M SAYING? SO IT'S REALLY CRITICAL.
AND THAT'S THAT'S JUST A FUNDAMENTAL POINT.
A LOT OF PEOPLE GENERALLY DON'T UNDERSTAND WE HAVE TO REMAIN LIQUID.
SO WE DON'T JUST GET HANDED STATE AND FEDERAL GRANT MONEY.
WE HAVE TO SPEND THE MONEY, SUBMIT FOR REIMBURSEMENT AND GET REIMBURSED.
SAME THING WITH STATE AND COUNTY CONSTRUCTION PROJECTS.
WE HAVE TO SPEND THE MONEY, PAY THE BILLS, SUBMIT THEM FOR REIMBURSEMENT, AND THEN GET REIMBURSED.
SO WE HAVE TO HAVE THAT MONEY UP FRONT.
SO THE BUDGET THAT WE PROPOSED, IF YOU LOOK AT THE LOCAL SHARE THAT THE COUNTY IS REQUIRED TO PROVIDE, ACCORDING TO THE STATE CALCULATIONS, WE NEEDED $21 MILLION ABOVE LOCAL SHARE TO MAKE THAT BUDGET WORK.
INCLUDED IN THAT $21 MILLION WAS $4 MILLION FOR ADDITIONAL POSITIONS.
SO IF YOU REMOVE THOSE ADDITIONAL POSITIONS RIGHT OFF THE TOP OF THE BUDGET, NOW WE'RE LOOKING AT WE NEED $17 MILLION ABOVE LOCAL SHARE JUST TO SUSTAIN WHAT WE'RE DOING FOR FY 24.
SO IF WE DON'T ADD THOSE 64 ADDITIONAL POSITIONS AND WE JUST WANT TO KEEP THE POSITIONS AND THE PROGRAMS AND THE WAY WE'RE DOING BUSINESS IN FY 24, WE NEEDED $17 MILLION ABOVE LOCAL SHARE TO SUSTAIN.
THE COUNTY EXECUTIVE INCLUDED $4 MILLION OVER LOCAL SHARE IN HER BUDGET PROPOSAL.
WE HAVE A PLAN FOR $4 MILLION IN CCPS UNASSIGNED FUND BALANCE.
AGAIN QUESTIONS SO FAR? SO THIS IS ALL ASSUMING THAT THE COUNTY COUNCIL APPROVES THE COUNTY EXECUTIVE'S BUDGET.
YES. AS PRESENTED? YES. CORRECT.
PROGRAM CUTS AND POSITION CUTS.
THE $2,299,321 IS ROUGHLY 25% OF THAT $9 MILLION.
SO WE'RE LOOKING AT THE $6,797,008.
THE 88, 85.5 POSITIONS IS ROUGHLY 75% OF THE $9 MILLION SHORTFALL THAT WE'RE LOOKING AT RIGHT NOW, WHERE WE'VE IDENTIFIED POSITION CUTS AS WE MOVE FORWARD.
NO ONE GROUP IS NECESSARILY OVER IDENTIFIED OR UNDER IDENTIFIED AS OPPOSED TO THE OTHER.
SO THEY'RE COMMENSURATE WITH THE CURRENT PERCENT OF WORKFORCE THAT WE CURRENTLY HAVE WITHIN CCPS.
SO WHERE ARE WE LOOKING IN TERMS OF PROGRAM IMPACTS? I COULD READ THIS LIST TO YOU.
I THINK FIRST AND FOREMOST, INCREASED CLASS SIZES WHERE WE'RE LOOKING AT THE NEED TO CUT THE 55 AND A HALF TEACHING POSITIONS THAT WILL HAVE A DEFINITE IMPACT ON CLASS SIZES.
THE REST OF THE THINGS THAT YOU SEE HERE ARE ALL CRITICAL TO OUR OPERATION.
AGAIN, THESE ARE PROGRAMS, LONG STANDING PROGRAMS THAT WE HAVE HELD HERE IN CECIL COUNTY, WHERE WE HAVE DEDICATED STAFF THAT WORK DAY IN AND DAY OUT TO MAKE SURE THAT OUR STUDENTS ARE RECEIVING THE FULL EDUCATION AND THE FULL BENEFIT AND COMPLEMENT OF INSTRUCTION NECESSARY FOR THEM TO MOVE OUT INTO OUR GREATER COMMUNITY AS A WHOLE.
[01:15:03]
OUR HARDWARE AND EVERYTHING ELSE, STARTING TO SEE A HIT OCCUR THERE AS WELL.AND THEN YOU MOVE INTO ACTUAL PROGRAMING THAT'S GOING TO IMPACT OUR STUDENTS MORE SO THAN WHAT'S ALREADY BEEN IDENTIFIED AFTER SCHOOL, MIDDLE SCHOOL, JUMP START MUSIC AND ATHLETICS. WE FELT IT WAS IMPORTANT TO REMIND THE BOARD, AS WELL AS THE AUDIENCE WHO'S PRESENT HERE AND ONLINE, THAT MANY OF THE VALUED SERVICES AND PROGRAMS THAT ARE, THAT WE ENJOY IN EDUCATION ARE NOT NECESSARILY INCLUDED.
AND A PART OF THE FUNDING THAT COMES THROUGH BLUEPRINT LEGISLATION, AND THAT INCLUDES CONTROLLING CLASS SIZE, SAFETY AND SECURITY, MUSIC AND ART, WORLD LANGUAGE, EXTRACURRICULAR, ATHLETICS, TECHNOLOGY AND EMPLOYEE EMPLOYEE BENEFITS.
WE WILL ENGAGE IN A PAY TO PLAY MODEL, CTE CERTIFICATIONS AND LICENSURE EXAMS FOR OUR STUDENTS AT THE SCHOOL OF TECHNOLOGY AND OTHER PROGRAMS. AP EXAM COSTS WILL RETURN TO FAMILIES AND ALSO TRANSPORTATION TO OUR FAIR HILL NATURE CENTER, WHICH WE RETAIN AS A PART OF OUR ENVIRONMENTAL EDUCATION PROGRAMING.
ANOTHER COST THAT I DO THINK NEEDS TO BE NOTED IS SOME OF THE INSTRUCTIONAL.
I'M SORRY. GO AHEAD. I HAVE A QUESTION.
SO LET'S SAY WHAT ABOUT OUR FARM FAMILIES? WOULD WE BE ABLE TO USE FREE AND REDUCED MEALS FOR FAMILIES SO STUDENTS WHO QUALIFY FOR FREE AND REDUCED MEALS, WE CERTAINLY DO HAVE A PLAN FOR THEM.
OKAY. THAT WE WOULD WE ARE HOPING TO BE ABLE TO SUPPORT THEIR NEEDS.
WE NEED TO SPEAK TO THE INSTRUCTIONAL IMPACT.
I WAS A CLASSROOM TEACHER MYSELF, AND IF I'M PRESENTED WITH LARGER CLASS SIZES THAT FAMILIES AND PARENTS AND TEACHERS NEED TO UNDERSTAND, THAT INCREASED CLASS SIZE IS GOING TO HAVE AN IMPACT ON EFFICIENT COMMUNICATION WITH FAMILIES, EFFICIENT AND QUALITY INSTRUCTIONAL FEEDBACK IS GOING TO BE AN OPPORTUNITY COST OF THESE INCREASED CLASS SIZES.
WE ALSO WANTED TO CLARIFY THE NEXT STEPS THAT ARE MOVING FORWARD WITH THIS BUDGET.
WE ARE LOOKING, ONCE WE RECEIVE THE FINAL BUDGET FROM THE COUNTY COUNCIL ON JUNE 4TH, I BELIEVE OUR GROUP WILL COME TOGETHER WITH HOPEFULLY A FINAL BUDGET TO YOU ON JUNE 12TH FOR YOUR APPROVAL FOR FY 25.
WE WILL CONTINUE WITH OUR COMMUNICATION AND TRANSPARENCY, WHICH IS PARAMOUNT TO OUR WORK.
SO BEFORE WE JUST OPEN IT UP, CAN I JUST ADD A COUPLE THINGS IN? YOU KNOW, I THINK IT WOULD BE EASY TO, FOR A CYNIC TO ASK WHY NOW? WHY ARE THEY ANNOUNCING THESE CUTS NOW? AND THERE'S A VERY SIMPLE, STRAIGHTFORWARD.
OUR PRINCIPALS NEED TO KNOW HOW MANY TEACHERS THEY HAVE.
THE HIGH SCHOOLS, BY AND LARGE, HAVE ALREADY SCHEDULED THEMSELVES.
WE'VE I CAN ASSURE YOU, STARTING TOMORROW, DR.
JOHNSON, DR. FOYE WILL BE IN CONTACT WITH PRINCIPALS AND FOR INSTANCE, RISING SUN HIGH SCHOOL.
YOU'RE LOSING FOUR POSITIONS THEREABOUTS.
IDENTIFY WHAT POSITIONS WILL BE.
SO NOW IS THE TIME TO DO THIS.
WE SIMPLY CANNOT WAIT FOR COUNTY APPROVAL TOO OFTENTIMES, IF YOU NOTICE RIGHT NOW WE'RE LOOKING AT 55.5 TEACHER POSITION REDUCTIONS.
I UNDERSTAND THAT AS A HUMAN REACTION, BUT THE TRUE IMPACT OF THIS KIND OF MOVE IS CLASS SIZE, AND IT'S THE PRESSURE IN THE CLASSROOMS THAT'S THE REAL PRESSURE.
SO IT'S GOING TO BE REALLY TIGHT TO RETIREMENT, RELOCATION, THOSE KINDS OF THINGS.
[01:20:03]
BUT THAT DOESN'T RELIEVE THE FACT THAT WE'VE GOT TO REDUCE 55.5 TEACHING POSITIONS, AND THEY'RE GOING TO COME FROM SCHOOLS AND THEY'RE GOING TO COME IN CLUSTERS.WE WILL TRY TO MAKE THE PAIN AS LITTLE AS POSSIBLE.
IN THE YOUNGER YEARS, HIGH SCHOOLS WILL LIKELY TAKE, YOU KNOW, THE HEAVIEST BRUNT PROPORTIONALLY.
BUT MAKE NO MISTAKE, THIS IS GOING TO HURT.
DAILY, I GET EMAILS FROM FAMILIES SAYING I GOT ONE TODAY AND FORWARDED IT TO DR.
MY SON IS STRUGGLING IN MIDDLE SCHOOL WITH MATH.
THE TEACHER DOESN'T HAVE ENOUGH TIME DURING THE DAY WITH ALL THE OTHER KIDS TO ADDRESS HIS NEEDS.
HE'S SLOWLY FALLING BEHIND AND DROWNING IN MATH.
WHAT CAN WE DO? WE CALL. WE TRY.
SO THAT'S THE REAL IMPACT OF THESE KINDS OF REDUCTIONS.
AND SO WITH THAT, I THINK WE'RE FREE TO OPEN IT UP TO ANY QUESTIONS OR COMMENTS YOU ALL MAY HAVE.
LAWSON, IS THERE A FRAMEWORK FOR THE MIDDLE SCHOOL AND HIGH SCHOOL SPORTS LIKE PAY TO PLAY? IS THERE LIKE WHAT IS WHAT DOES THAT LOOK LIKE? SO YES, WE HAVE A MODEL.
THANK YOU. AND, MR. DAVIS IT GOES THE SAME FOR ALL COUNTY CHOIR AND ALL COUNTY BAND.
I JUST HAVE A COMMENT ON THE PAY TO PLAY.
IT'S ALSO THOSE KIDS WHO MAY HAVE THE MEANS.
BUT THEY'RE NOT GOING TO PAY FOR THAT IF THEY'RE NOT GOING TO PLAY.
IT ALSO CHANGES THE COMPLETE DYNAMIC OF COACHING THOSE KIDS WHEN THEY'VE PAID FOR IT.
SO JUST WE NEED TO KEEP THAT IN MIND.
WE'RE GOING TO REDUCE ADMINISTRATORS AND POSITIONS.
WHO'S GOING TO MANAGE THE COLLECTION ACTIVITIES.
THERE ARE LOGISTICAL CHALLENGES WITH A PAY TO PLAY, THAT IS FOR SURE.
AND DOES A KID NOT PAY? AND THEN ALL OF A SUDDEN THEY'RE NOT PLAYING ON FRIDAY BECAUSE OF LIKE, HOW DOES THAT WORK? YEAH. AND IF AND IF A STUDENT PLAYS OR PAYS AND THEY DON'T GET THE AMOUNT OF PLAYING TIME THEY THINK THEY SHOULD, YOU KNOW, THEN ALL OF A SUDDEN I'VE PAID TO BE PART OF THIS AND NOW I'M NOT.
IT OPENS UP A WHOLE BUNCH OF UNCHARTED TERRITORY.
I KNOW FOR SOME ACTIVITIES, WE MAY BE ABLE TO REACH INTO DIFFERENT GRANTS.
I MEAN, ARE WE I GUESS WE ARE ACTIVELY LOOKING FOR, SAY, LIKE, OUR DRUG EDUCATION, THINGS LIKE THAT.
CAN WE RELY ON GRANTS? WHAT? WHAT ARE YOU THINKING IN THAT? MRS. SOPA. I DON'T THINK GRANTS ARE A RELIABLE SOURCE OF REVENUE FOR THE OUT YEARS.
YOU MAY BE ABLE TO DO SOMETHING FOR NEXT YEAR, AND IF YOU'RE LUCKY, THE FOLLOWING YEAR.
BUT TO START TO PLAN OUT 5, 10, 15 YEARS GRANTS TEND TO BE VERY UNPREDICTABLE.
THERE'S NOT MUCH OUT THERE IN THE WAY OF GRANTS FOR THAT KIND OF THING.
ESPECIALLY WHEN YOU LOOK AT A SCALE WE WE COST IT OUT ONE MODEL THAT HAD STUDENTS IN HIGH SCHOOL PAYING $100 PER SEASON, AND MIDDLE SCHOOL STUDENTS PAYING $50 PER SEASON, AND IT IT WAS UPWARDS OF $350,000 IN REVENUE.
SO THAT GIVES YOU AN IDEA OF SCALE WISE, THE KIND OF THING YOU'RE LOOKING AT.
AND I KNOW WITH IN PARTICULAR DRUG EDUCATION PROGRAM, WHICH IS OBVIOUSLY REALLY IMPORTANT IN OUR COUNTY, I KNOW WE PARTNER WITH A LOT OF COMMUNITY ORGANIZATIONS SUCH AS YOUTH EMPOWERMENT SOURCE ON THAT, AND I KNOW THEY HAVE APPLIED FOR GRANTS, AND THERE WERE SOME THAT THEY THEY WERE HOPING TO GET TO HAVE INSTRUCTORS IN OUR SCHOOLS. AND I DON'T THINK THEY WON THAT GRANT.
DOESN'T MEAN THEY WON'T TRY AGAIN, BUT OTHER COMMENTS QUESTIONS.
JUST ANOTHER CONCERN THAT I HAVE OVER GIFTED AND TALENTED BEING CUT.
YOU KNOW, WE HAVE WE HAVE A LOT OF WE HAVE A LOT OF KIDS THAT HAVE CHALLENGES AND WE TRY TO MEET THOSE AND IT'S DIFFICULT, BUT WE ALSO HAVE A LOT OF KIDS THAT NEED TO BE CHALLENGED. AND BY TAKING THAT AWAY, I FEEL LIKE THAT THAT DAMAGES THEIR EDUCATION AND EVEN PUTS THEM AT AT RISK OF OF US HAVING ISSUES IN THE CLASSROOM WITH THEM, BECAUSE IF THEY'RE BORED, IF THEY'RE NOT GETTING WHAT THEY NEED, THEN THAT CAUSES OTHER ISSUES, CAUSES BEHAVIOR ISSUES WHEN YOU'RE BORED, RIGHT? YES. I MEAN, THERE IS NO I'M SORRY.
[01:25:06]
THERE IS NO WAY TO REDUCE $9 MILLION OUT OF A BUDGET WITHOUT IT HURTING BADLY.AND THAT'S REALLY WHAT WE'RE SEEING RIGHT NOW.
SO MIDDLE SCHOOL SPORTS YEARS AGO.
WELL, ACTUALLY, BACK IN 2017, THE COUNTY RAN AN INTRAMURAL SPORTS PROGRAM FOR MIDDLE SCHOOL SPORTS.
AND YOU KNOW, PERRYVILLE PLAYS ELKTON AND IT'S GROWN.
IT'S AN UNBELIEVABLY SUCCESSFUL.
PROBABLY UPWARDS OF 800 STUDENTS PARTICIPATE IN SOME LEVEL.
I THINK I SPEAK FOR THE ATHLETIC DIRECTORS, MRS. SEXTON IS THERE'S NOT A LOT OF INTEREST IN GOING BACK TO AN INTRAMURAL MODEL, WHICH IS WHAT IT WAS.
WELL, I KNOW THAT'S WHAT THEY'VE DONE ALWAYS, BUT I WOULD THINK THAT IT WOULD ALSO COST THEY WOULD TYPICALLY GO THROUGH PARKS AND REC, IF I'M NOT MISTAKEN, THERE WOULD BE A COST FOR THAT AS WELL.
SO AND IT WAS A PAY TO PLAY MODEL AND IT WAS A PAID IT WAS A PAY TO PLAY MODEL BACK THEN.
YOU'RE ATTRACTING A DIFFERENT YOU'RE ATTRACTING A DIFFERENT GROUP OF MIDDLE SCHOOL ATHLETES.
AND I THINK THAT IT NOT AS MANY IN WHAT I SAW.
DO WE HAVE ANY CLARIFICATION FROM THE COUNTY EXECUTIVE, WHETHER THAT $100,000 THAT SHE WAS GOING TO DO FOR MIDDLE SCHOOL SPORTS IS IN THAT $4 MILLION THAT ALREADY THAT SHE'S GIVEN US, OR IS SHE TALKING? SHE'S GOING TO GIVE US AN EXTRA $100,000.
MY UNDERSTANDING IT IS NOT IN THE $4 MILLION.
AND THAT SHE WOULD SIMPLY ASK PARKS AND REC TO RUN THE MIDDLE SCHOOL INTRAMURAL PROGRAM IN A PAY TO PLAY MODEL, AS WE HAD DONE BACK IN 2014 THROUGH 17. SO REALLY, SHE AND THAT'S AN ASSUMPTION ON MY PART.
SO JUST AGAIN AND I KNOW THERE'S, YOU KNOW, PLENTY OF STAFF IN THE AUDIENCE PRINCIPALS.
WE HOPE TO FIND A WAY TO DO 21.
YEAH, 11 MEDIA AND 10 GIFTED AND TALENTED.
AND AND YOU SAW THE WAY THE FUND BALANCE BREAKS OUT.
ONE MORE QUICK QUESTION NOT TO BE A PESSIMIST OR ANYTHING, BUT ARE WE PREPARED TO COME BACK WITH A DIFFERENT PROPOSAL IF THE COUNTY DOES NOT GIVE US WHAT THEY SAY THEY'RE GOING TO GIVE US? HOW DIFFICULT A PIVOT IS THAT? YES WE ARE. WE'RE READY.
I FEEL LIKE THAT WOULD HAVE BEEN THE ONE WE SAW IN JANUARY.
I FORGOT TO TALK ABOUT WHEN WE FOUND OUT THAT COACH ED HAD PASSED AWAY, THE RESPONSE OF THE SCHOOLS.
I MEAN, I HAD I HAVE SO MUCH I COULD SAY, BUT I'M JUST NOT ABLE TO.
SO I'M BUT THEY WERE THE KIDS THAT WERE AT SCHOOL THAT DAY NEEDED SOMEBODY.
AND SOMETIMES THEY DON'T HAVE SOMEBODY AT HOME TO HELP THEM.
I KNOW THAT THE GUIDANCE COUNSELORS WERE BOOKED.
AND THE MORE WE REDUCE THIS, LIKE, I KNOW THIS DON'T HAPPEN EVERY DAY.
BUT THEY DO HAPPEN OFTEN ENOUGH TO WHERE I FEEL LIKE WE'RE SAYING, LET'S GET BY WITH JUST THE BARE MINIMUM AND SO, YOU KNOW, NOT HAVE ANY PLAN AT ALL WHEN WE HAVE ANY SORT OF IMPACT LIKE THAT.
AND WE'VE HAD SOME PEOPLE SAY WE DON'T NEED ALL THE ASSISTANT PRINCIPALS THAT WE HAVE.
THEY ARE BUSY DOING THESE TYPES OF THINGS ALL THE TIME, TALKING TO STUDENTS THAT HAVE TROUBLE AT HOME, A DEATH IN THE FAMILY THEY'RE CONSTANTLY DISCIPLINED AND T HIS JUST HITS HARDER NOW SPEAKING OF SPORTS, THINKING ABOUT CUTTING THEM OR PEOPLE NOT BEING ABLE TO PLAY AND THOSE GIRLS THAT NEEDED THAT ON MONDAY NOT HAVING IT. WHEN THEY WERE CRIPPLED, I MEAN, THEY REALLY NEEDED TO BE THERE WITH THEIR WITH THEIR CLASSMATES AND THEIR STUDENT, FELLOW STUDENT ATHLETES TO HELP THEM GET THROUGH A TRAGEDY IN LIFE. AND I DON'T KNOW, IT JUST IT'S SO DARN CALLOUS, IN MY OPINION, TO BE CUTTING THIS MUCH FOR MORE THAN JUST.
[01:30:09]
AS A GENERATION IN CONTROL IT'S SHORTSIGHTED, IS WHAT IT IS.IT'S NOT BEING FAIR TO THE GENERATIONS BEHIND US.
AND FRANKLY, I DON'T CARE ABOUT THE RATIONALE FOR NOT FUNDING SCHOOLS.
IT JUST IS. AND SO THIS GENERATION OF STUDENTS WON'T GET WHAT MOST OF US GOT.
AND THAT'S THAT'S PARTICULARLY FRUSTRATING FOR ME.
AND IT'S NOT EVEN THE BARE MINIMUM.
IT'S LESS THAN THE BARE MINIMUM, RIGHT.
BECAUSE I FEEL LIKE THE BARE MINIMUM IS WHAT WE SEE ALREADY.
WE WERE LOOKING TO JUST SUSTAIN THAT ADD $4 MILLION.
AND WE TALK ABOUT THE REAL MEATY ISSUES.
AND ONE OF THE THINGS THAT GROUP HAS APPROVED AND WE'RE GOING TO MOVE FORWARD WITH IS JUNIOR OPTION.
OKAY. SO THE STUDENTS IN THE AUDIENCE KNOW WHAT SENIOR OPTION IS.
SENIOR OPTION IS IF YOU DON'T HAVE TO TAKE A CLASS, YOU DON'T HAVE TO COME TO SCHOOL.
OKAY. SOUNDS PRETTY GOOD, RIGHT? ESPECIALLY IF YOU'RE A, YOU KNOW, 17, 18 YEAR OLD.
YOU HAVE YOUR LICENSE, YOU DON'T HAVE A FIRST BLOCK.
YOU COME IN AT 9:30, A QUARTER TO 10:00.
OKAY. WE ARE NOW GOING TO CREATE JUNIOR OPTION.
SO JUNIOR OPTION MEANS IF YOU DON'T HAVE A CLASS YOU DON'T HAVE TO COME TO SCHOOL AS AN 11TH GRADER.
JUNIOR OPTION ISN'T BEING DONE BECAUSE IT'S THIS CUTTING EDGE EDUCATIONAL APPROACH.
JUNIOR OPTION IS BEING DONE BECAUSE WE CAN'T SERVICE THE KIDS.
SO I JUST QUESTION PEOPLE WHO WHO DON'T WANT TO INVEST IN PUBLIC SCHOOLS.
WHAT IS SOPHOMORE OPTION NEXT? AT WHAT POINT DO WE SAY WE'VE GOT TO START SUPPORTING ALL OF THESE STUDENTS? AND IT'S FRUSTRATING FOR ME, TO BE VERY HONEST WITH YOU.
I GUESS THAT'S ME. THANK YOU GUYS.
JUST REAL QUICKLY, MISS SOPA, THE LEADERSHIP TEAM.
JUST HOURS AND HOURS ON THIS STUFF.
AND YOU KNOW YOUR QUESTION, MR. DAVIS HOW READY ARE WE TO PIVOT IN THE EVENT THE COUNCIL DOES NOT APPROVE THE BUDGET AND WE HAVE TO CUT EVEN FURTHER? WE'RE READY. IT WOULD BE BLOODIER, BUT WE'RE READY.
ALL RIGHT. OUR FISCAL YEAR 2024 BUDGET UPDATE DR.
OKAY. CAN'T GET THE PAGE TO MOVE.
IS IT THE. CAN I DO IT WITH THE MOUSE? OKAY. THERE WE GO SORRY.
DR. LAWSON FILLED IN FOR ME LAST MONTH, SO I'M A LITTLE RUSTY.
BY ALL ACCOUNTS, I DID A REALLY GOOD JOB.
LOOK AT THESE ADDITIONAL FUNDS THAT YOU'RE RECEIVING.
NONE OF THESE ARE SUPPORTING CLASSROOM TEACHERS IN A CLASSROOM.
SO WE HAVE A COUPLE SOURCES OF OTHER REVENUE.
WE HAVE A DONATION FROM THE AMERICAN LEGION FOR SCIENCE CLASSROOM SUPPLIES AT ELKTON HIGH.
WE HAVE A BEPAC DONATION FOR SUPPORT STAFF AT THE YEAR ACTIVITY.
THOSE ARE OUR OTHER REVENUE INCREASES.
THIS IS PURCHASING A HEAVY EQUIPMENT SIMULATOR AND TUITION FOR STUDENTS TO USE.
HOW TO LEARN HOW TO USE THIS HEAVY EQUIPMENT.
AND IT'S IN COORDINATION WITH UTILITY TRAIN.
AND SO STUDENTS WILL ACTUALLY BE ABLE TO USE THIS SIMULATOR TO PRACTICE AND RECEIVE CERTIFICATIONS.
[01:35:07]
SO IT'S A LARGE GRANT. IT'S A VERY EXPENSIVE PIECE OF EQUIPMENT.AND THEN THE SCHOLARSHIPS FOR STUDENTS TO BE ABLE TO LEARN HOW TO USE IT.
WE HAVE SOME ADDITIONAL FEDERAL REVENUE.
SO THIS IS ALL AGAIN SUMMER WORK FOR PROFESSIONAL SCHOOL IMPROVEMENT AT THESE IDENTIFIED SCHOOLS TO THE TUNE OF $507,000. SOME ADDITIONAL TITLE THREE GRANT FUNDING TO SUPPORT MULTILINGUAL LEARNERS.
WHAT THIS MEANS IS THAT CECILTON IS USING THEIR STUDENT ACTIVITIES FUNDS, PROBABLY MONEY THAT BECAME THAT THEY RAISED THROUGH BOOK FAIRS OR SOMETHING LIKE THAT SO THAT THEY CAN PURCHASE ADDITIONAL BOOKS FOR THEIR MEDIA CENTER.
ALL OF THESE NUMBERS CORRELATE TO THE ADDITIONAL REVENUE THAT YOU SAW ON THE FIRST PAGE.
SO THIS TAKES US THROUGH THE NEXT PAGE AND IT'S VERY SMALL HERE.
SO KEEP IN MIND ON EACH OF THESE WE DISPLAY THE BUDGET BY REVENUE.
THEN I DON'T KNOW WHY I'M HAVING SO MUCH TROUBLE WITH THIS TODAY, I APOLOGIZE.
WE DISPLAY IT BY STATE CATEGORY, AND THEN WE DISPLAY IT BY OBJECT.
THIS PAGE IS ONE OF OUR THREE YEAR SUMMARY.
JUST WE LIKE TO KEEP TRACK OF HOW WE'RE DOING COMPARED TO PRIOR YEARS.
THIS IS REALLY LOOKED PRETTY MUCH THE SAME ALL YEAR.
NONPUBLIC SPECIAL EDUCATION, NONPUBLIC COSTS ARE UP.
IN FACT WE'RE OVER BUDGET RIGHT NOW FOR NONPUBLIC PLACEMENTS.
SO THOSE ARE STUDENTS WHO REQUIRE A PLACEMENT OUTSIDE OF THE SCHOOL SYSTEM.
SO RIGHT NOW WE'RE OVER BUDGET FOR THAT.
WE'RE $2 MILLION AHEAD OF WHERE WE WERE AT THIS TIME LAST YEAR.
SO THAT SKEWS THAT NUMBER A LITTLE BIT FOR THIS YEAR.
AND THE LAST PAGE JUST SHOWS BY ROLL UP CODE OR DEPARTMENT WHERE WE STAND SO FAR THIS YEAR.
NOTHING THAT'S REALLY AN ANOMALY UNTIL, YOU KNOW, I MENTIONED NONPUBLIC PROGRAMS AND SPECIAL ED AGAIN THERE'S NON PUBLIC PROGRAMS ARE EXCEEDING THE BUDGET THIS YEAR.
ANY QUESTIONS? THANK YOU MISS. NO QUESTIONS.
YOU'VE HEARD DR. LAWSON'S RECOMMENDATION.
SECOND. ANY FURTHER DISCUSSION? ALL IN FAVOR? AYE.
NEXT WE HAVE PUBLIC PARTICIPATION.
THE PUBLIC PARTICIPATION PORTION OF THE MEETING IS DESIGNED TO ENABLE MEMBERS OF THE PUBLIC AN OPPORTUNITY TO ADDRESS THE BOARD IN ACCORDANCE WITH REASONABLE, CONTENT NEUTRAL AND VIEWPOINT NEUTRAL PARAMETERS.

THIS EVENING WE HAVE SIX PEOPLE SIGNED UP TO SPEAK.
WE'D LIKE TO HAVE EVERYONE PREPARED TO MOVE UP ONCE THE OTHER PERSON HAS FINISHED.
OUR FIRST SPEAKER WILL BE LEAH IDO AND SHE WILL BE FOLLOWED BY SEAN BRIM.
AND MISS IDO IF YOU WOULD PUSH THE BUTTON ON THE MICROPHONE TILL YOU SEE THE GREEN.
THANK YOU, MR. BRIM, IF YOU NEED THAT NOW.
SURE. AND A BOX HAS BEEN PLACED ON THE CORNER OF THE TABLE.
YOU CAN LEAVE YOUR WRITTEN REMARKS IN THE BOX.
FOR THOSE OF YOU WHO DON'T KNOW ME, I'M THE MOM OF A FIFTH GRADER AT BAYVIEW ELEMENTARY SCHOOL.
NOBODY NEVER NOTIFIED ME FROM THE SCHOOL AT ALL.
I NEVER HEARD FROM ANYBODY DURING THIS TIME.
MY CHILD REPORTED THE BULLYING TO MANY ADULTS MANY TIMES IN SCHOOL.
NOT ONE TIME WAS THERE ANY DISCIPLINARY ACTION TAKEN EXCEPT AGAINST MY CHILD.
ON MY WAY TO THE SCHOOL THE SECOND TIME I DID CALL DR.
LAWSON'S OFFICE, HE WAS WALKING INTO A MEETING, BUT I DID NEVER RECEIVED A PHONE CALL BACK FROM HIM.
WHEN I ARRIVED TO THE SCHOOL, THE PRINCIPAL TRIED GIVING ME REASONS FOR WHY THIS IS GOING ON.
THEY HAVE THE SAME FRIEND GROUPS.
THEY WON'T STAY AWAY FROM EACH OTHER, AND I ASKED ABOUT MEETING WITH THE GIRL AND HER MOM TO GET THIS FIGURED OUT, AND I WAS TOLD THEY DON'T WANT TO REFEREE PARENTS AND THAT WASN'T AN OPTION FOR US.
I ASKED THREE TIMES THIS SCHOOL YEAR FOR THAT.
WHEN I ASKED WHAT THEY WERE DOING ABOUT IT, I WAS MET WITH WE CHANGED THEIR CLASSES.
WE'RE NOT SURE WHAT TO DO. WE'VE EXHAUSTED OUR OPTIONS, BUT THEY DIDN'T EVEN HAVE THE SAME CLASSES.
I TOOK MY DAUGHTER OFF THE SCHOOL BUS.
THEY SAW EACH OTHER AT LUNCH AND IN RECESS AND IN THE HALLWAYS.
I WAS CONTACTED BY MR. BRAD ENGEL FROM THE STATE SCHOOL BOARD THE FOLLOWING DAY.
EVERYONE I ORIGINALLY CONTACTED STARTED CONTACTING ME BACK, AND EVERY TIME I SPOKE WITH SOMEBODY NEW, THEY SAID, I HEARD YOU REACHED OUT TO THE GOVERNOR'S OFFICE, NOT, HEY, I GOT YOUR MESSAGES AND HEARD FROM YOU.
ONE OF THE OPTIONS WE HAD WAS MEETING WITH EVERYBODY INVOLVED.
DURING THAT MEETING, I REALIZED THE OTHER PARENTS WERE NOT NOTIFIED ABOUT THE SITUATION WITH MY DAUGHTER UNTIL A FEW WEEKS AGO, WHICH LINED UP TO THE SECOND TIME SHE WAS IN THE GUIDANCE COUNSELOR'S OFFICE SAYING THAT SHE WANTED TO COMMIT SUICIDE.
GIRLS AGES 10 TO 14 ARE AT A HIGHER RISK OF ATTEMPTING OR COMMITTING SUICIDE THAN ANY OTHER AGE GROUP, AND ABOUT 4400 DEATHS OF CHILDREN PER YEAR IN OUR COUNTRY ARE DUE TO SUICIDE. IT'S THE SECOND LEADING CAUSE OF MINERS IN THE UNITED STATES, PER THE CDC WEBSITE.
I JUST DON'T UNDERSTAND WHY A PARENT HAS TO JUMP THROUGH HOOPS TO GET HELP WITH BULLYING AND HARASSMENT AT SCHOOL, WHEN THERE'S A STATEWIDE POLICY THAT'S BEEN IN PLACE SINCE I WAS IN MIDDLE SCHOOL. WHY IS NOBODY TAKING THE SITUATION SERIOUSLY UNTIL I CONTACTED GOVERNOR MOORE'S OFFICE? WHY DO I HAVE TO EXPLAIN THE BULLYING POLICY ON PAGE 20 OF THE CCPS STUDENT HANDBOOK TO SCHOOL OFFICIALS? AND WHAT ABOUT THE CHILDREN WHO DON'T HAVE PARENTS WILLING TO FIGHT AS I AM? WHAT HAPPENS TO THOSE KIDS? UNFORTUNATELY, MOST OF THOSE KIDS WILL BECOME PART OF THE STATISTIC I DESCRIBED IN MY DAUGHTER WILL NOT.
[01:45:01]
BE TAKEN TO ADDRESS THE SENSITIVITY OF THE SUBJECT TO A SCHOOL LEADERSHIP AND ENSURE THAT NO OTHER STUDENT HAS TO GO THROUGH WHAT MY DAUGHTER DID.SEAN BRIM, FOLLOWED BY RODNEY BREWER.
BOOKS SAVE LIVES, SO KEEP READING.
THE FREEDOM TO READ ACT HB 785 HAS BEEN SIGNED INTO LAW BY THE GOVERNOR IS NOW THE LAW OF THE LAND.
I'VE BORROWED THE MOTTO BOOKS SAVED LIVES.
NEXT, I HAVE A LITTLE BIT OF NEWS FOR THE BOARD.
AFTER THE FUND CCPS CECIL SOLIDARITY RALLY ON FEBRUARY 6TH, PRESIDENT GREGORY THREW OUT THE MEETING AUDIENCE AFTER A DISRUPTION BY A REPUBLICAN IN THE COUNCIL MEETING THAT EVENING. THIS RESULTED IN TWO OPEN MEETINGS ACT COMPLAINTS AGAINST THE HORNBERGER GREGORY ADMINISTRATION, AND I RECEIVED AN UPDATE ABOUT THE COMPLAINT YESTERDAY.
TO MISS HUNTER AND MR. BRIM DUE TO THE WORKLOAD OF THE COMPLIANCE BOARD, AS WELL AS NOVEL ISSUES RAISED BY THE COMPLAINTS, THE COMPLIANCE BOARD HEREBY ISSUES THIS STATEMENT OF DELAY IN YOUR CASE.
NEXT, THE OFFICE OF INSPECTOR GENERAL IN TECHNOCRATIC LANGUAGE REMINISCENT OF EXECUTIVE HORNBERGER, GET OFF MY LAWN, SUGGESTED THAT HORNBERGER FILE HER SO-CALLED ETHICS COMPLAINT AGAINST DR.
FIRST, SHE CANNOT DO SO BECAUSE FILING AN ETHICS COMPLAINT IS CONFIDENTIAL.
SECOND, THE CECIL COUNTY ETHICS COMMISSION NO LONGER EXISTS.
ONLY ONE OF THE LAST FOUR PEOPLE APPOINTED ARE NOW SERVING UNDER AN UNEXPIRED TERM OF OFFICE.
MY OPEN MEETINGS COMPLAINT NUMBER THREE WILL BE OVER THE FORTHCOMING MAY 23RD COUNTY BUDGET HEARING, WHICH THIS YEAR IS NOT GOING TO BE AT ELKTON HIGH SCHOOL, BUT INSTEAD IT'S GOING TO BE THE ADMINISTRATION BUILDING ON CHESAPEAKE BOULEVARD.
JACKIE GREGORY WANTS TO INFRINGE ON THE PUBLIC'S FIRST AMENDMENT RIGHT FOR THEIR VOICES TO BE HEARD OVER THE COMPLETE DISASTER THAT WILL RESULT BECAUSE OF THE HORNBERGER ADMINISTRATION'S INCOMPETENT SHORTCHANGING OF THE SCHOOL SYSTEM FOR PARTISAN POLITICAL REASONS.
I HAVE NEVER SEEN A SITUATION LIKE THIS IN MY LIFETIME.
I AM A FOURTH GENERATION RESIDENT OF CECIL COUNTY.
UNTIL 2021, DEMOCRATS AND REPUBLICANS ALIKE HAVE BEEN ABLE TO AGREE ON AT LEAST ONE THING THAT WE LIKE OUR SCHOOLS, WE LOVE OUR SCHOOLS. WE ARE PROUD OF OUR SCHOOLS.
AND REGARDLESS OF ALL THE DEFERRED MAINTENANCE THAT HAS BEEN BUILDING UP OVER DECADES, POLITICIANS, VOTERS AND TAXPAYERS HAVE BEEN ABLE TO AT LEAST AGREE THAT WE KEEP OUR SCHOOLS GOING BECAUSE WE LOVE OUR SCHOOLS.
RODNEY BREWER, FOLLOWED BY LINDSAY BERGMAN DEBUS.
GOOD EVENING, PRESIDENT HAWLEY, BOARD MEMBERS, DR.
LAWSON AND ALL WHO ARE PRESENT.
THANK YOU FOR THE OPPORTUNITY TO SHARE ABOUT A BOOK I RECENTLY READ.
AS WE ALL KNOW, MEMORIAL DAY IS THE 27TH OF MAY THIS YEAR.
THE BOOK I PLAN TO SHARE IS VERY APPROPRIATE.
THE TITLE OF THE BOOK IS BEYOND VALOR, WRITTEN BY JOHN IRWIN AND WILLIAM DOYLE.
IT'S A TRUE STORY ABOUT HENRY EUGENE IRWIN.
JOHN IRWIN'S GRANDFATHER, WHO WENT BY THE NICKNAME OF RED FOR HIS RED HAIR.
THE TIME SETTING IS WORLD WAR TWO.
RED AND HIS CREW ARE IN A B-29 IN THE SKIES OVER JAPAN.
I'LL JUST GIVE YOU A PARAPHRASE FROM PAGES 69 TO 73.
THAT DAY, SOMETHING WENT TERRIBLY WRONG.
RED RECALLS, IT TOOK THE HAIR OFF THE TOP OF MY HEAD.
PHOSPHORUS WAS ALL OVER ME AND BURNING.
NOW RED HAD BEEN A CHRISTIAN FOR A LONG TIME, AND WHAT HE DID NEXT NATURALLY CAME TO HIM.
HE PRAYED, OH LORD I NEED YOUR HELP NOW.
[01:50:05]
FIRST, HE FELT NO PAIN.AND THIRD, AND THIS IS WHERE THE STORY BECOMES TRULY COSMIC.
AND WITH THOSE WORDS IN MIND, HE RECALLS, I WAS BLIND, BUT MANAGED TO FIND THE GRENADE.
I COULD TELL THE PLANE WAS GOING DOWN.
RED FOUND THE FIREBALL, SCOOPED IT UP WITH HIS BARE HANDS THROUGH THE THICK SMOKE.
RED SAVED THE LIVES OF 12 CREWMATES.
IN THE BIBLE, JESUS SAID, GREATER LOVE HATH NO MAN THAN.
A MAN LAY DOWN HIS LIFE FOR HIS FRIEND.
HE ROSE AGAIN JUST LIKE HE SAID HE WOULD.
LIFE HERE ON THIS EARTH IS TEMPORARY AND WE WILL ALL MEET DEATH.
AND THANK YOU. THANK YOU, MR. BREWER. LINDSAY BERGMAN DEBUS.
AND THE NEXT SPEAKER I HAVE IS ANGELA SCARENEY.
I'M NOT SURE IF SHE'S PRESENT THIS EVENING.
GOOD. HI, I'M LINDSAY BERGMAN DEBUS OF ELKTON.
THIS DOESN'T SURPRISE ANYONE WHO HAS BEEN FOLLOWING ALONG THE LAST FEW MONTHS OR YEARS TO SEE HOW THE SCHOOLS HAVE SOMEHOW BECOME THE ENEMY OF THE HORNBERGER ADMINISTRATION AND HER FOLLOWERS. ACCUSING OTHERS OF ETHICS VIOLATIONS WITHOUT UPHOLDING SIMILAR STANDARDS O NESELF PERPETUATES A CULTURE OF DOUBLE STANDARDS AND MORAL RELATIVISM. IT SENDS THE MESSAGE THAT ETHICS ARE ONLY RELEVANT WHEN CONVENIENT, AND CAN BE DISREGARDED WHEN THEY STAND IN THE WAY OF ONE'S OBJECTIVES.
BUT I DON'T NEED TO TELL ANYONE THESE FACTS.
WE'RE WITNESSING THEM IN REAL TIME IN OUR COUNTY AND OUR COUNTRY.
THOSE OF US FIGHTING FOR THE COMMUNITY ARE CONFRONTED BY MORALITY POLICE CALLING THEMSELVES MOMS FOR LIBERTY AND TRAMPLING ON THE RIGHTS AND DIGNITY OF MARGINALIZED CHILDREN. THE RHETORIC ON FACEBOOK ALONE SPEAKS VOLUMES.
I'VE ARGUED WITH PEOPLE WHO TREAT THEIR CHILDREN LIKE POSSESSIONS.
THEY MUST DEFEND FROM SUPPOSED PROPAGANDA.
THAT IS ACTUALLY JUST EMPATHY.
I'M SICK OF IT. I'M AT A BREAKING POINT.
I'M HOPEFUL, BUT I'M NOT OVERLY CONFIDENT.
THERE IS A LOT OF HATE IN THE HEARTS OF CECIL COUNTIANS.
I WOULD LIKE TO ADVISE YOU, MISS DIXON, THAT YOUR FRIENDS JACKIE AND DANNY AND YOUR FRIENDS JACKIE AND DANNY, THAT NO MATTER WHAT HAPPENS MAY 14TH, ON MAY 15TH, WE WILL BE TAKING AN EVEN MORE UNWAVERING AND STEADFAST APPROACH.
WE'LL REMEMBER WHO YOU CAMPAIGNED FOR WHEN TEACHERS JOBS WERE ON THE LINE.
AND BELIEVE ME, WE'LL FIGHT EVEN HARDER FOR THE STUDENTS THAT YOU REFUSE TO SEE.
THE BLACK AND BROWN KIDS, THE QUEER KIDS, AND THOSE WITH SPECIAL NEEDS.
AND THE LAST SPEAKER WOULD BE BRIAN HAMPTON.
I DON'T HAVE A WRITTEN SPEECH.
I'M MORE OF A BULLET POINT OF BULLET POINT TYPE OF GIRL.
SO I'M JUST GOING TO GO OFF THE TOP HERE.
MY NAME IS ANGELA SCARENEY. I'VE BEEN HERE ABOUT FIVE YEARS.
MY MOTHER WORKED FOR THE CHRISTIANA SCHOOL DISTRICT FOR A NUMBER OF YEARS.
[01:55:03]
SO I'LL JUST JUMP RIGHT INTO IT.I AM A CLIFTON STRENGTHS OR EXCUSE ME, I'M AN ANALYTICAL TYPE OF THINKER.
SO INITIALLY WHEN I WAS LED TO, YOU KNOW, FIGURE OUT WHAT WAS GOING ON WITH THIS BUDGET, THE FIRST THING THAT CAME TO MY MIND WAS, OKAY, WHAT'S GOING ON? WHAT'S HAPPENING WITH BOTH SIDES? LIKE, WHY IS THERE A RESPONSE THIS WAY, AND WHAT IS THE ROOT CAUSE? RIGHT. SO I, I ENDEAVOR TO ALWAYS STAY IMPARTIAL, RIGHT IN THINGS LIKE THIS.
BUT THERE ARE TIMES WHERE LIKE I DON'T.
AND JUST LISTENING TO THE FIRST LADY LIKE THAT MAMA BEAR ENERGY IS NOTHING TO MESS WITH.
RIGHT. BUT I ALWAYS, YOU KNOW, I TRY TO REMAIN IMPARTIAL, BUT I JUST HAVE TO SAY THAT LIKE THERE NEEDS TO BE SOME TYPE OF SYNERGY THAT'S HAPPENING BETWEEN, YOU KNOW, THE COUNTY COUNCIL AND THE SCHOOL BOARD.
BECAUSE IF YOU ARE RELIANT ON, YOU KNOW, THEM FOR FUNDS.
AND I DON'T REALLY THINK THAT LIKE THE LEVEL OF LIKE HOW IT AFFECTS PEOPLE, HOW IT AFFECTS LIKE FAMILIES, LIKE I DON'T THINK THAT HAS BEEN REALLY THOUGHT OF.
RIGHT. IT'S, YOU KNOW, BY ANY MEANS, WE GOT TO GET, YOU KNOW, THIS FUNDING.
WE GOT TO FIGURE THIS OUT, WHICH IS IT'S ADMIRABLE.
BUT WHEN IT COMES AT THE COST OF, LIKE, THE WELL-BEING OF, LIKE, PARENTS AND THEIR CHILDREN AND, YOU KNOW, GETTING INVOLVED IN THIS POLITICAL ARENA, WHICH WE ALL KNOW IS EXTREMELY POLARIZED.
AND IT'S LIKE, HONESTLY, I JUST THINK IT'S OUT OF CONTROL.
RIGHT. AND HOW THE FIRST THING PEOPLE WANTED TO DO WAS LIKE, OKAY, HOW CAN I RALLY AROUND AND USE MY SKILLS TO HELP? LIKE, WHAT CAN I DO TO HELP OUT WITH THIS BUDGET CRISIS? RIGHT. BECAUSE I, YOU KNOW, HEARING ABOUT ALL OF THE THINGS THAT ARE GOING TO BE CUT AND THE THINGS THAT ARE GOING TO TAKE PLACE, IT'S VERY LIKE HURTFUL.
SO I SAY, YOU KNOW, I'M, YOU KNOW, I AM BEEN IN ACCOUNTING FOR A WHILE.
MY, MY HUSBAND'S BEEN IN FINANCE 15 YEARS.
I'M, YOU KNOW, I'M CURRENTLY IN LAW SCHOOL.
WHAT CAN I DO TO HELP, YOU KNOW, ASSIST WITH THE, WITH THE ISSUE WITH THE CRISIS.
SO I JUST WANT YOU ALL TO KNOW THAT I'M HERE TO ASSIST, RIGHT? BECAUSE THIS IS A COMMUNITY LIKE THE SCHOOLS AND KIDS.
THIS IS A SYMBIOTIC RELATIONSHIP LIKE ONE DOESN'T WORK WITHOUT THE OTHER.
SO I THINK IT'S JUST, LIKE, REALLY IMPORTANT FOR US TO REMEMBER OUR WHY, LIKE, YOU KNOW, GOVERNOR, GOVERNOR MORRIS TOLD US A COUPLE OF WEEKS AGO BUT YEAH, THAT'S THAT'S ALL I WANT YOU TO LET YOU KNOW IS THAT I'M HERE TO HELP.
YOU'RE WELCOME. AND THE LAST SPEAKER, BRIAN HAMPTON.
GOOD EVENING, DR. LAWSON, PRESIDENT HAWLEY, MEMBERS OF THE BOARD OF EDUCATION.
I LIVE IN PERRYVILLE. I HAVE TWO KIDS THAT ATTEND CCPS.
ANYONE CAN TALK THE TALK AND SAY THAT MENTAL HEALTH SERVICES ARE IMPORTANT OR THAT ART IS IMPORTANT.
BUT WHEN THE SAME PEOPLE THAT SAY THIS ALSO HAVE INFLUENCE OVER THE COUNTY BUDGET, BUT DON'T DO ANYTHING TO PREVENT CUTS TO THESE IMPORTANT PROGRAMS AND SERVICES, THAT IS NOT WALKING THE WALK.
IT IS ALSO INTERESTING THAT IN THE SHORT BOARD MEMBER BIOGRAPHIES POSTED ON THE CCPS WEBSITE, ONLY ONE OF THEM DOES NOT CONTAIN THE WORDS CHILDREN OR STUDENTS.
PERHAPS THAT IS AN OVERSIGHT OR MAYBE I'M LOOKING INTO IT TOO MUCH, BUT IT FITS A PATTERN THAT ONE OF YOU DOES NOT ADVOCATE FOR ALL STUDENTS IN CECIL COUNTY [APPLAUSE]. THANK YOU.
UPCOMING EVENTS. I'M GOING TO TAKE THAT.
