AND, YOU KNOW, ON THE FRONT END, I WANT TO GIVE DOCTOR CHIP HELM, OUR DIRECTOR OF TRANSPORTATION, WHO'S HERE WITH US THIS EVENING AND SUPPORT DOCTOR JOHNSON GOING THROUGH A PRESENTATION. TONIGHT WE'RE GOING TO REVIEW WITH YOU A RECOMMENDATION AND AN OVERVIEW OF A BOUNDARY LINE ADJUSTMENT FOR THE NORTHEAST ELEMENTARY COMMUNITY. SO AS WE DO THAT, WE'LL START BY TAKING A LOOK AT OUR STRATEGIC PLAN. TONIGHT WE'RE GOING TO ADDRESS THE THEMES OF SAFE SCHOOLS AND OPERATIONAL EFFICIENCIES. OBVIOUSLY, THE CAPACITY OF OUR BUILDING AND THE ABILITY TO HOUSE AND EDUCATE STUDENTS COMFORTABLY IN THE BUILDING IS IMPORTANT TO US. AND THAT HAS LED TO THIS EVENT TONIGHT. HERE'S THE CURRENT NUMBER OF CAPACITY IN EACH OF THESE BUILDINGS. YOU CAN SEE THAT, AS DOCTOR LAWSON MENTIONED, WE'RE PARTICULARLY INTERESTED IN THE NORTHEAST ELEMENTARY SCHOOL. IT'S AT 115% OF ITS CAPACITY. IT IS OUR LARGEST ELEMENTARY SCHOOL RIGHT NOW WITH 624 STUDENTS. AND YOU CAN SEE BAYVIEW SCHOOL THAT WOULD BE IMPACTED BY THIS BOUNDARY LINE ADJUSTMENT CURRENTLY IS AT 83% OF ITS CAPACITY, AND ELK NECK IS AT 85% OF ITS CAPACITY. AS A REMINDER, THE BOARD HAS BOTH A POLICY AND A REGULATION AROUND THIS ISSUE AND SO I'LL JUST TAKE A MOMENT TO COVER BOTH OF THOSE. THE POLICY DOCUMENT, JCA OUTLINES THE PARAMETERS THAT THE BOARD HAS ESTABLISHED IN REFERENCE TO OPTIMUM ENROLLMENT. SO THE BOARD'S PREROGATIVE FOR ELEMENTARY SCHOOLS, FOR EXAMPLE, IS THAT IT HAVE AN ENROLLMENT OF FEWER THAN 600 STUDENTS AND SO OPTIMUM ENROLLMENT IS A DRIVER. WE ALSO ARE ASKING THAT POLICY TO CONSIDER ANNUAL ENROLLMENT PROJECTIONS, WHAT WE BELIEVE WILL BE CHANGES TO ENROLLMENT. AND IT ALSO ASKS THAT WHEN THE BOARD IS MAKING CONSIDERATION OF A BOUNDARY LINE ADJUSTMENT, THAT WE GIVE AN OPPORTUNITY FOR PUBLIC COMMENT AND THAT THERE'S A LEGISLATIVE DECISION. SO WE WOULD, AS DOCTOR LAWSON MENTIONED, ASK FOR A VOTE ON THIS IN THE MONTH OF MAY, GIVING, OF COURSE, APRIL FOR MEMBERS OF THE COMMUNITY TO HAVE AN OPPORTUNITY TO GIVE COMMENT TO YOU. THE ACCOMPANYING REGULATION OUTLINES, JUST WITH SOME ADDITIONAL SPECIFICITY, WHAT WE'D LIKE TO CONSIDER WHEN WE'RE CONSIDERING A BOUNDARY ADJUSTMENT. THINGS LIKE WHAT CONSTRUCTION PROJECTS. AND YOU'LL HEAR THIS FROM US SEVERAL TIMES THIS EVENING. WE'VE GOT A PARTNERSHIP IN CECIL COUNTY GOVERNMENT TO DETERMINE WHERE HAVE THERE BEEN PERMITS FOR DEVELOPMENT. WHAT DOES IT LOOK LIKE? WHAT CAN WE ANTICIPATE WILL BE A DEVELOPMENT OF THOSE AREAS FOR OUR COMMUNITY, AND THAT HELPS DRIVE THIS CONVERSATION. NO ONE IS INTERESTED IN CHANGING A BOUNDARY LINE AND THEN HAVING IT NEED TO BE ADJUSTED AGAIN AFTER DEVELOPMENT. WE ALSO CONSIDER THE DISTANCE THAT OUR STUDENTS ARE ON THE BUS, AND DOCTOR HELM WILL SPEAK TO THAT THIS EVENING AS WE LOOK AT A PREVIEW, AS WELL AS THE SOCIOECONOMIC AND RACIAL COMPOSITION OF THE SCHOOL. THE PRIORITY ALSO IS TO BUILD IN CONTINUITY OF FEEDER PATTERNS. SO WE WANT OUR STUDENTS TO BE ABLE TO WORK THROUGH THE SAME FEEDER PATTERN. ELEMENTARY, MIDDLE AND HIGH SCHOOL. AND THEN ALSO THE SPECIFIC PROGRAM CAPACITY. SO AS YOU ARE AWARE, MULTIPLE SCHOOLS ACROSS OUR DISTRICT HOST SPECIAL PROGRAMS, AND THEY'RE LOCATED ALL ACROSS OUR DISTRICT. SO WE CONSIDER ALL THOSE FACTORS WHEN WE'RE CONSIDERING A BOUNDARY LINE ADJUSTMENT. THIS SHOWS YOU THE CURRENT BOUNDARY AREA, AND DOCTOR HELM IS GOING TO TAKE US TO A REAL LIFE ACTIVE MAP IN JUST A MOMENT. BUT YOU CAN SEE THIS AREA INDICATES THE BAYVIEW FEEDER PATTERN. THE PLAN FOR THIS RECOMMENDATION TO YOU THIS EVENING IS THAT ANY BOUNDARY LINE ADJUSTMENT WILL GO INTO PLACE NEXT SCHOOL YEAR AND SO WITH THAT BEING SAID, OUR PRACTICE WOULD BE THAT STUDENTS WHO ARE RISING FOURTH AND FIFTH GRADERS WOULD HAVE THE OPTION TO REMAIN AT NORTHEAST ELEMENTARY SCHOOL, PROVIDED THAT WE'RE ABLE TO WORK OUT TRANSPORTATION THAT WOULD BE EITHER PARENT TRANSPORT OR GETTING THAT STUDENT TO THE CLOSEST BUS STOP IN THAT AREA, RIGHT AND SO THOSE FACTORS IMPLEMENT THE RECOMMENDATION OR WILL INFORM THE DIRECTION WE'RE GOING TO TAKE THIS EVENING. JUST FOR A MOMENT, WE'LL TAKE A LOOK AT WHAT HAS HAPPENED SO FAR. ON MARCH 5TH, WE HOSTED A COMMUNITY EVENT AT NORTHEAST ELEMENTARY, AND WE INVITED PARENTS FROM NORTHEAST BAYVIEW AND ELK NECK ELEMENTARY SCHOOL TO DISCUSS THIS THIS PROJECT. WE HAD ABOUT 35 FOLKS PRESENT THAT EVENING, AND WE PROVIDED AN OPPORTUNITY FOR ALL OF THE PARTICIPANTS TO ASK QUESTIONS AND SUBMIT QUESTIONS IN WRITING. JUST SO THE BOARD IS AWARE, WE HAVE ANSWERED THOSE QUESTIONS FOR COMMUNITY MEMBERS, AND THE ANSWERS ARE AVAILABLE ON OUR WEBSITE. SO ANYONE CAN TAKE A LOOK AT THE QUESTIONS THAT HAVE COME IN SO FAR. I'M NOW GOING TO ADD THE ELK NECK STUDENTS JUST FOR YOUR REFERENCE. THOSE ARE THE STUDENTS IN RED. AGAIN, YOU CAN SEE RIGHT HERE THIS IS WHERE THE SCHOOL IS. THERE'S A LOT OF DEVELOPMENT IN THIS AREA. AND AGAIN, A FAIRLY DENSE POPULATION OF STUDENTS FROM THAT AREA AS WELL. AND THEN WE'LL ADD BAYVIEW NEXT. SO THE POPULATION DENSITY SHIFTS A LITTLE TO THE NORTH. YOU WILL SEE OUTLIERS OF STUDENTS ALL THE WAY AS FAR NORTH AS 273. THEY COULD BE STUDENTS THAT ARE PART OF OUR SPECIAL PROGRAMS THAT ARE HOUSED AT CERTAIN SCHOOLS. THEY COULD BE, ATTENDED DAYCARE IN DISTRICT, AS I MENTIONED BEFORE. OR THEY COULD ALSO BE A STAFF MEMBER'S CHILD AND THEY TRANSPORT THEM ON THEIR WAY TO WORK. SO NOW I'M GOING TO TURN OFF THE ALL OF THE STUDENTS, AND WE'RE GOING TO START TO TAKE A LOOK AT THE IMPACTED STUDENTS AND THEN WHERE THE NEW LINES WILL BE. SO THESE ARE THE CURRENT STUDENTS THAT ARE IMPACTED BY OUR BOUNDARY LINE ADJUSTMENT. SO WE'RE LOOKING AT A AN INTERESTING AREA AND I'M GOING TO START WITH THE STUDENTS THAT WILL END UP AT ELK NECK ELEMENTARY SCHOOL OVER HERE. SO THERE IS A ROAD THAT RUNS DOWN HERE BY HARTS CHURCH. I'LL USE LANDMARKS IF YOU'RE FAMILIAR WITH THAT. WE ARE GOING TO TAKE THAT ROAD AND WE WILL GRAB THIS AREA. SO THE TURKEY POINT AREA AND THESE STUDENTS WILL BE TRANSPORTED TO ELK NECK ELEMENTARY SCHOOL AND THEN WE'RE GOING TO COME ALL THE WAY UP, AND I WILL ZOOM IN SO YOU CAN SEE IT. TO SHADY BEACH, HANCE'S POINT ROAD RIGHT HERE. SO WE'LL COME ACROSS AND ALL OF THESE STUDENTS AND THESE STUDENTS RIGHT HERE DO ACCESS. SO NO, IT WOULD NOT BE A LENGTHY RIDE, MUCH MORE THAN WHAT THEY ARE PROBABLY DOING RIGHT NOW. NOT NECESSARILY. SO WE BUILD ROUTES IN CIRCLES. SO IF I WERE TO GIVE YOU JUST A QUICK EXAMPLE, STUDENTS THAT WE GENERALLY PICK UP IN THIS AREA, WE PICK UP GOING OUT OF TOWN AND WE'D ACTUALLY CONTINUE DOWN MAYBE AS FAR AS HARTS CHURCH, AND THEN WE'D WORK OUR WAY BACK UP. IN A PERFECT WORLD, IT WOULD BE SIMPLE TO TAKE A DEVELOPMENT AND SEND IT SOMEWHERE ELSE. BUT WE WOULD BE CREATING THE SAME CAPACITY ISSUES AT OTHER BUILDINGS IF WE WERE TO JUST MOVE THE WHOLE DEVELOPMENT. AND WITH THAT BEING SAID, WE ALSO DON'T WANT TO CREATE ISSUES WITHIN THE COMMUNITY BY SPLITTING UP THE COMMUNITY. ONE GOING ONE WAY, ONE GOING THE OTHER. SO CURRENTLY THIS DOES NOT TAKE ANY NEIGHBORHOOD AND SPLIT IT. IT DOES NOT. SO AS I SAID, THOSE ARE THE STUDENTS THAT WE'VE TARGETED FOR ELK NECK ELEMENTARY. THE NUMBER IS 44 TOTAL TO ELK NECK ELEMENTARY AND WE'LL SHOW YOU THAT IN A CHART HERE IN A FEW MINUTES. NOW IF I WERE TO TALK ABOUT THE STUDENTS THAT WOULD BE ATTENDING BAYVIEW. THIS IS WITHIN BAYVIEW'S DISTRICT. THESE STUDENTS WILL BE TARGETED FOR BAYVIEW NEXT SCHOOL YEAR. THAT IS NOT A CHANGE TO THE BOUNDARY LINE, BUT IT WILL BE A CHANGE IN PRACTICE. THE NEXT AREA THAT WE ARE GOING TO TARGET STARTS HERE ON MECHANICS VALLEY ROAD ON THE EAST SIDE. OKAY. SO AGAIN OVER HERE IS RIDGELY FOREST. WE WILL NOT BE TOUCHING RIDGELY FOREST. THE TWO PRIMARY STOPS ALONG MECHANICS VALLEY WILL BE. JESUS LOVES ME DAYCARE CENTER AND THEN THE COURTS OF MALORY, WHICH ARE RIGHT HERE. THIS IS A VERY SIMPLE TURNAROUND FOR US NOW. WE'LL ACCESS THE LIGHT AND WE WILL SIMPLY HEAD BACK WEST ON ROUTE 40 AND HEAD TOWARDS BAYVIEW ELEMENTARY SCHOOL. IN TERMS OF BUS RIDE TIME, BECAUSE THIS IS ONE THAT PEOPLE WOULD SAY, YOU KNOW, NORTHEAST ELEMENTARY IS NOT THAT FAR GEOGRAPHICALLY. THESE STUDENTS GET PICKED UP NOW ON THE WAY HEADING NORTH. THEY'RE ON THE BUS AS WE HEAD DOWN ROUTE 40, RIGHT, TO PICK UP THESE OTHER KIDS. AND THEN WE HAVE TO LOOP BACK TO NORTHEAST ELEMENTARY. THERE'S ALMOST NO TIME DIFFERENCE IF WE LOOP BACK AND HEAD TO BAYVIEW ELEMENTARY. SO AGAIN, THE STUDENTS THAT YOU'D BE CONCERNED ABOUT BUS RIDE TIMES BE VERY, VERY MINIMAL IMPACTS.
